Schools & Community Initiative

Community Assessment Framework:
Develop Local Indicators of Comprehensive, Coordinated
School-Community Partnerships in Five Core Areas

The measures listed below for each of the five core areas are meant as a guide; each community should develop its own set of appropriate local measures.

Quality Education
Rigorous curriculum and instruction, along with early learning and post-secondary supports, enable all children to meet challenging academic standards and participate in a productive employment.

Supports for post-high school opportunities


Family Supports
Supports should enhance family life by building upon family members’ strengths and skills. These may include family resource centers, early childhood development programs, coordinated health and social services, mental health and counseling, welfare assistance, and other supports.

Access to basic and preventative care (such as health, mental health and social services) for young children, teens and their families

Child and Youth Development
Young people need opportunities to develop their assets and talents, form positive relationships with peers and adults, and serve as resources for their communities.

Opportunities for youth to develop skills and talents

Opportunities for youth to be a valuable resource for the broader community

Opportunities for youth to make decisions in key community organizations and sectors


Family and Community Engagement
Family members, other residents, stakeholders, and community institutions work together and actively participate in designing, supporting, monitoring, and advocating quality programs and activities that link schools and community.

Opportunities for public conversation and deliberation

Grassroots community and parent organizing efforts

Supports for parent participation in their children's development and education

Collaborative ventures to address students' in- and out-of-school needs


Community Development
All participants (district officials, municipal leaders, stakeholders, service providers, parents, teachers and others) focus on strengthening the social networks, economic viability and physical infrastructure of the surrounding community.

Infrastructure of school and housing facilities and capital development projects to improve infrastructure

Access to and use of technology in schools and among service providers

Opportunities for training and education for upward mobility

Increased level of private and public investment through community revitalization programs and expanded school-community partnerships
