Student Eligibility
Title I- Part A- Improving Basic Programs Operated by Local Educational Agencies – Subpart 1- Basic Program Requirements--Sec. 1120. Participation of Children in Private Schools—Sec. 1113.
Eligible School Attendance Areas
In order for a student to be eligible for Title I services they must attend private school, live in an area where the public school participates in Title I, and be identified by a the school district as failing or at risk of failing to meet state or private school standards. The different methods for how the data should be collected for eligible students will be discussed below:

use the same measures as public schools

a survey that protects the families’ identities

3. |
use comparable poverty data from another source, such as scholarships

4. |
take the percentage of low income students in one area and find out how many private school children reside in that area

5. |
use a common variable that is used to measure low income students in public schools and correlate that to the same variable to find that number of low income private school children

Definition of eligibility: A student who is enrolled in a private elementary school and secondary school in an area served by an agency, consortium, or entity, the agency, consortium, or entity shall, after timely and meaningful consultation with appropriate private school officials provide to those children and their teachers or other educational personnel, on an equitable basis, special education services or other benefits that address their needs under the programs.
