What resources and supports do all children need to
perform successfully in school and meet high standards?
What does a community need from its school district and
what does a district need from its community?
These are questions that a consortium of local education
funds in Pennsylvania asked parents, educators, students
and community members in their Standards and Accountability
initiative. The survey was one tool the consortium used
to enlist and mobilize a broad array of stakeholders
in a statewide effort focused on supports for student
learning.
The survey—developed by local education funds
in Pittsburgh, McKeesport, Lancaster, and Philadelphia—asks
parents about the importance and implementation of each
opportunity-to-learn.

Pennsylvania Statewide Coalition
Four local education funds in Pennsylvania are working
together to forge a collective voice for statewide education
policies that will support high standards and accountability.
Collectively, the four LEFs—Mon Valley Education
Consortium, Pittsburgh Council on Public Education, Philadelphia
Education Fund, and Lancaster Foundation for Educational
Enrichment—work with 28 school districts representing
300,000 students in rural, urban, and suburban schools.
The statewide coalition of LEFs is conducting a planning
process that entails:
Gathering data. Working with state organizations, the
coalition is collecting data it will use to examine state
standards and how they align with assessment, state funding
levels and equity, and teacher quality.
Taking the pulse of the community. The coalition is researching
local and state media, voting records of state officials
and other factors to gauge support for public education
and some key issues. The coalition will use an analysis of state policies,
allocation of resources, and the educational climate
as a starting point for working with communities statewide
as advocates for policy changes that support high standards
for all children.
