Michael A. Rebell is executive director and counsel of the Campaign for
Fiscal Equity, Inc. in New York. He is an experienced litigator,
administrator, researcher, and scholar in the field of education
law. He served as co-counsel for the plaintiffs in Campaign for Fiscal
Equity, Inc. v. State of New York, adjudicated in 1995 and 2003,
in which the New York Court of Appeals declared that under the state’s
constitution all children are entitled to the “opportunity
for a sound, basic education.” Mr. Rebell has litigated numerous
major class action lawsuits, including Jose P. v. Mills, which involved
a plaintiff class of 160,000 students with disabilities, and served
as a court-appointed special master in a Boston special education
case, Allen v. Parks. Mr. Rebell is the co-author of two books, Equality
and Education and Educational Policy Making and the Courts, as well
as dozens of articles on issues of law and education. A frequent
lecturer and consultant on education law, he taught courses on law
and education at Yale Law School and is currently an adjunct professor
and lecturer in law at Columbia Law School and at Teachers College,
Columbia University. Mr. Rebell graduated from Harvard College and
Yale Law School.
